JC Morgan offers Appraisal Review services for financial institutions. We provide our clients unbiased third-party review capabilities. Cal Morgan holds the AI-GRS designation, (Appraisal Institute – General Review Specialist), awarded by the Appraisal Institute. This designation is held by appraisal professionals who demonstrate superior appraisal review competencies on a range of property types.
We also provide appraisal review services to the legal community for litigation support purposes. This service allows our clients to identify potential strengths and weaknesses within the appraisal reports associated with their case.
LITIGATION SUPPORT & EXPERT WITNESS

PROPERTY TAX APPEALS
As a former Commissioner of the NC Property Tax Commission (2013-2017), Cal Morgan is uniquely qualified to assist our clients in property tax appeal matters. Mr. Morgan has successfully assisted on numerous property tax appeals for both national companies and local property owners.
In North Carolina, state law requires all Counties to reassess real estate, for property tax purposes, at least every eight years. JC Morgan provides appraisal services to Counties, in an effort to help provide the most accurate valuations possible, and to individual property owners who wish to appeal their property tax assessments.
Whether it is providing traditional appraisal, appraisal review or specific consulting services, our experience in this area will certainly enable our clients to strengthen their position. Furthermore, if the property being appealed is outside of our geographical or general competence, we can assist our client in searching for and engaging the most competent appraiser for the assignment.
Federal, state, and local governments may take private property through their power of eminent domain or may regulate it (easements) by exercising their police power. The Fifth Amendment to the U.S. Constitution requires the government to provide just compensation to the owner of the private property to be taken.
We work with federal, state, county & municipal governments, quasi-public agencies, right-of-way firms and individual property owners and/or their attorneys, in eminent domain valuations, to help determine just compensation.
